Each of the VTAM
PU subchannel addresses must be defined as an SNA 3174 controller.

for a Bus and Tag channel

Common Problems
- LED
Flashing Red on PBCA (Bus & Tag Adapter)
This is an indication that the PBCA was not able to communicate
with the Channel Tailgate Assembly during its Power On Self Test.
The most likely cause is a disconnected, loose, or defective Channel
Tailgate cable. Check the cabling and restart the server to clear
the problem.
